   Can someone guide me how to create WebControlLibrary for ASP.NET 2.0
using VB.NET 2.0. I am new to WebControlLibrary. So please help me out.

If you are using Visual Studio, create a new project. Choose Visual Basic and under VB choose Windows. The template you want is the Web Control Library.  Here is a picture (apologies to those without HTML viewers)
