Is it possible to set different behavior of cookieless?

Hello,
I understand that it is possible to set application level and page level
behavior of session state cookieless.
Is it possible to set different behavior for session level.

In my case some page are suitabled for mobile devices which are not
supported cookies, so I wish to set cookieless variable agains user browser
or user.
